MOSCOW — The Central Bank announced Wednesday it will exclude all out-of-stock items from inflation calculations. The policy treats unavailable essentials as price-neutral.

"If citizens cannot purchase gasoline, its cost cannot rise," said Deputy Governor Igor Selivanov. "We are measuring affordability, not existence. Starvation does not register on the consumer price index."
