WASHINGTON — HHS told New York Tuesday the Medicaid Fraud Control Unit will no longer receive cash, but will instead be compensated via a 10% cut of all unreported fraud.

"It's basically a protection racket, but with letterhead," said HHS Director Alan Mercer. "If you find an irregularity, you just invoice the provider for silence."
