WASHINGTON — The Supreme Court declined Monday to hear former Rep. Stephen Buyer's appeal of his insider trading conviction, with Justice Clarence Thomas writing a concurrence that Buyer's only mistake was “doing it himself instead of routing everything through a spouse.” Thomas added that “the congressman class has a lot to learn about getting away with it,” and appended a five-point checklist to his opinion.
