GENEVA — The U.N. General Assembly ratified a resolution stating that earnest deliberation regarding mass atrocities now constitutes full compliance with intervention statutes.

Officials noted scheduling a panel satisfies all obligations under the Genocide Convention. "Talking about stopping the violence is significantly more cost-effective than stopping it," said Under-Secretary Lars Bergstrom.
