WASHINGTON — The Senate Rules Committee confirmed Wednesday that involuntary muscle spasms during Senator Mitch McConnell's hospitalization will count as affirmative votes. A recent hand tremor successfully passed a budget amendment.

"If the hand moves, the bill moves," said Majority Whip John Thune. Officials added that bedside monitor groans will constitute nay votes.
