WASHINGTON — The Justice Department notified the court Tuesday that the total absence of incriminating material now satisfies the burden of proof for obstruction charges. Prosecutors stated that finding no evidence in the case file proves the defendant successfully destroyed it all.

"The public confuses law with truth. We do not," said Senior Legal Counsel Alan Mercer. "Guilt is an administrative certainty."
