WASHINGTON — The Department of Education confirmed Monday its new interest reduction program applies only to borrowers with perfect payment histories and verified inherited wealth. Officials said the restriction prevents rewarding fiscal irresponsibility among those actually unable to pay.

"We exist to assist the already assisted," said Regional Director Alan Sternglass. "Poverty is a disqualifying condition."
