MADRID — Prime Minister Pedro Sanchez defended the creation of a Ministry of Non-Participation to manage Spain's Eurovision boycott over Israel.

"We cannot simply not send a song," said Minister Ines del Barrio. "We must actively not send a song."

The ministry has a staff of 220 and has already fined three broadcasters for 'ambiguous programming.'
