WASHINGTON — The FAA announced Tuesday air travel will be managed through pilot etiquette and hand signals, following steep controller hiring cuts.

"We have full faith in pilots to self-regulate," said FAA Deputy Admin Harold Meechum. "Left hand is left. Right hand is right. Both hands is emergency."

The controllers union declined comment, citing focus on uniform wink pattern.
