BATON ROUGE — The Louisiana Department of Corrections stated Tuesday that inmate hair is classified as state-owned exterior modification subject to routine maintenance. Officials said the shave returned the subject to factory specifications.

"It's basically depreciation," said Corrections Director James Wilkins. "Unkempt hair reduces the resale value of the sentence."

The Court noted religious exemptions do not apply to state-managed inventory.
