WASHINGTON — The FEC announced Tuesday that voters found within 100 yards of the fairway will be fined for distracting play. Officials stated democracy is flexible, but handicaps are not.

"Votes are expendable; handicaps are forever," said FEC Chairwoman Ellen Brockwell. "We can't have hammers pounding boxes while putts are lining up."
