NAIROBI — Construction on the US-funded Ebola treatment center stopped after officials discovered blueprints omitted an air-conditioned lounge for ministerial staff within the high-risk quarantine zone. The Health Minister stated the facility cannot operate without a secure space for dignitaries to observe protocols without wearing protective suits. "We cannot be expected to oversee safety measures while sweating in full hazmat gear," said Secretary David Ole Ntutu.
