WASHINGTON — A federal judge dismissed the IRS settlement with Donald Trump after the agreement classified him as an independent contractor billing hourly for subpoena compliance. Trump submitted itemized receipts for phone calls made while under audit. "We usually don't pay the subject of the fraud for their testimony," said Clerk of Court Martha Higgins. "But he charged double for weekends."
