WASHINGTON — Sen. Jim Banks introduced legislation Tuesday requiring clerks to manually amend the Constitution with permanent marker whenever a presidential directive contradicts the original text. "We don't have time for amendments," said Senate Legislative Counsel Gary Thorne. "We just cross out the old part and write the new thing in the margin."
