WASHINGTON — The White House declared Monday that particulate matter drifting from Quebec constitutes an untaxed foreign commodity subject to immediate retroactive duties. Customs agents were instructed to bill Ottawa for every cubic meter of haze crossing the 49th parallel. "Sovereignty ends where our lungs begin," said Commerce Secretary Howard Lutnick. "It's trespassing. If the wind blows south, they owe us."
