WASHINGTON — The OMB announced Tuesday that all federal research proposals must include a conclusion drafted by senior staff prior to data collection. Scientists said the policy turns laboratories into content farms.

"It streamlines the process," said OMB Director Russell Vought. "Why waste money finding out what happens when we know the answer?"
