WASHINGTON — The Department of Homeland Security announced Monday that all female visitors must sign an affidavit confirming they are not incubating a future U.S. citizen. Customs forms now include a checkbox for 'womb occupancy' to prevent accidental citizens created during layovers.

"We need to know if the fetus intends to stay," said DHS spokesperson Linda Merriweather.
