WASHINGTON — The Department of Justice confirmed Thursday that all federal attorney appointments remain provisional until the President opens the notification email. Rogoff was dismissed Tuesday after the message remained unread for 47 minutes.

"The Constitution is vague on inbox management," said White House Counsel Pat Cipollone. "If he deletes it without opening, the court is dissolved. Tenure cannot depend on read receipts he ignores."
