WASHINGTON — The White House confirmed Monday that trade levies will be calibrated according to President Trump's ability to recall foreign leaders' names during greetings.

Markets dipped after the President referred to the French President as "that guy from the bread place." Commerce Secretary Howard Lutnick noted the UK was penalized for being "hard to place."
