WASHINGTON — The State Department unveiled a 'Tiered Non-Proliferation' system letting allies buy exemption from uranium inspections. While adversaries face full containment, 'Gold Tier' partners may submit compliance reports via fax.

"Rules exist for enemies, not friends," said Undersecretary Alan Mercer. "Expecting allies to follow the same protocols as Iran hurts the alliance."
